Patch: Fixed issues with Chinese OSes

PATCH:
I've released a patch for users with a Chinese operating system. To install the patch download the 32-bit version or 64-bit version of the patch depending on your operating system version and run the WBFSManager2.2.msp file. Click "Repair WBFS Manager". WBFS Manager should now work for Chinese OSes.
Note: Make sure you have WBFS Manager 2.2.2 installed first. This will not work on 2.2.1.
